自民:「選挙準備の加 速を」全国幹事長会 議で指示

自民党は９日、党本部で全国幹事長会議 を開き、次期衆院選の選挙準備を加速する よう各都道府県連の幹部に指示した。安 倍晋三総裁は「野田佳彦首相は『近いうち 解散する』と言った。衆院選で党の候補者 が勝利を収めることができるよう一層の協 力を」と要請。石破茂幹事長も「１２月 ９日投票を念頭に置くと日にちがない」と 解散風をあおった。

自民党が強気なのは、離党者が相次ぐ民 主党に比べて候補者の擁立作業が進んでい るからだ。自民党は３００小選挙区のう ち、２７６選挙区で立候補予定者となる支 部長を決定。これとは別に公明党と９選挙 区で選挙協力を結ぶ。公募により選考中の 選挙区などを除き、候補者のめどが立た ない選挙区は「数えるほど」（河村建夫選 対局長）に減った。

またベテラン議員の相次ぐ引退表明で世 代交代が進む見込みだ。森喜朗元首相は７ 月に次期衆院選に立候補しない考えを明 らかにし、９月に地元支部の予備選でビル 管理会社役員（３７）を候補予定者に内 定。福田康夫元首相、中川秀直元幹事長、 山崎拓元幹事長も同様で、それぞれ後継 候補の公募手続きに入っている。【念佛明 奈】

LDP: “Accelerate election preparations” –direction from national leadership conference

The Liberal Democratic Party (LDP) opened its national leadership conference on the 9 th at party headquarters and directed each prefectural party leadership team to speed up preparations for lower house parliamentary elections, Noting that “Prime Minister Yoshihiro Noda said that he would dissolve the parliament in the near future,” party president Shinzou Abe requested the party leadership’s cooperation in “enabling our party’s candidates to gain victory in lower house elections.” Chief Secretary Ishiba Shigeru added, “When you bear in mind 12/9 as election day, there isn’t much time,” stirring dissolution fever.

The LDP’s confidence comes from growing support for its candidates compared to the Democratic Party of Japan (DPJ) who continues to see desertions from its ranks. Of 300 electoral districts, the LDP has decided district managers for 276 districts where candidates plan to run. In addition, they are combining forces with the Komeito in 9 districts. According to Electoral Strategy chief Takeo Kawamura, the number of districts where there is no prospect of a viable candidate has decreased to “a handful,” excluding districts where candidates are still being screened.

Also, it is expected that the generational exchange will continue with veteran members of Parliament (MPs) announcing their retirement. Former prime minister Yoshiro Mori announced in July that he would not run in the next Lower House elections and so a primary was held for local district head and a building administration company executive (37 years old) was selected as the presumptive candidate. In the same way, the search has begun for successors for former prime minister Yasuo Fukuda, former chief secretary Hidenao Nakagawa, and former chief secretary Taku Yamasaki.

韓国の弾道ミサイルの射程制限が現行の３０ ０キロ・メートルから８００キロ・メートルに 緩和されることについて、日本政府は、「東ア ジアの緊張が高まることに直結するものではな い」と冷静に受け止めている。

防衛省幹部は７日、全域が韓国の弾道ミサイ ル射程内に収まることになる北朝鮮の強い反発 が予想されることに関し、「結果的に抑止効果 が高まり、北朝鮮側は挑発行為を行いづらくな る」と語った。日本にとっても、西日本地域が 韓国の射程内に入ることになるが、自衛隊幹部 は７日、「日本の安全保障にマイナスなら、 （射程緩和で合意した）米側が認めることはな い。日米韓の枠組みでの抑止力が高まれば、日 本にとってもプラス面はある」と指摘した。

釣りバカ職員、上司 にうそ テレビ出演 で発覚、神戸市

神戸市は５日、元気なのに病気を装って 欠勤したなどとして、環境局の男性技術職 員（５０）を停職３カ月の懲戒処分にし た。職員は「釣りの達人」として知られ、 平日に収録されたテレビの釣り番組に出演 しているのを見た視聴者から市に連絡があ り、発覚した。

市によると、２００６年１１月～１１年 ５月のうち１５日間、薬局で入手した白紙 の薬袋に「ぜんそく」や「腸炎」と書き 入れたものを上司に提出して病気欠勤した り、妻の介護を理由に特別休暇を取得した りしていたが、実際には高知県など４県 で、釣りを７日間にわたり楽しんでい た。

Fishing idiot, lies to boss, discovered on television show – Kobe

In Kobe on the 5 th , a male technician (50) at the Environmental Department was put on 3 months punitive leave after skipping work while claiming to be ill. Known as a “master fisherman,” he was discovered after being reported to the city by viewers who saw him on a weekday fishing show on television.

According to the city, from November 2006, to May 2011, he took 15 days worth of medical leave from work after submitting items with “asthma” and “enteritis” written on blank medical forms he obtained from a pharmacy as well as taking additional time off he claimed he needed to care for his wife. In reality, he was off in Takagi and 3 other prefectures fishing on at least 7 different days.

Take the liver!

I'm going to go out on a limb and say that eating any farm dwelling critter's body parts raw is a recipe for illness. And the Ministry of Labour and Welfare agrees with me.

豚の生レバーを一部の飲食店が提供して いる問題で、厚生労働省は４日、加熱を飲 食店に指導するよう都道府県などに通知し た。消費者が生で食べないよう注意喚起 も求めた。豚を生で食べるとＥ型肝炎やカ ンピロバクター、サルモネラ菌による食中 毒の危険があり、厚労省は「加熱が常識」 としている。

牛の生レバー提供が７月に禁止になり、 都市部を中心に豚で代用する店もある。厚 労省によると、飲食店が提供した豚のレバ 刺しで、過去１０年で少なくとも５件の食 中毒が発生し、３２人が発症している。

Eating pork liver raw is dangerous; Labor, Welfare ministry sounds alarm against “beef substitute”

The Ministry of Labor and Welfare notified all the prefectural governments regarding a directive for restaurants to apply heat to pork livers, in response to the problem of some restaurants serving raw pork livers. Consumption of raw pork carries the risk of Hepatitis type E or food poisoning due to campylobacter or salmonella and the Labor & Welfare Ministry called heating pork common sense.

Serving raw beef livers was prohibited in July, and stores mainly in urban areas have begun offering pork as a substitute. According to the Labor and Welfare Ministry, among restaurants that serve pork liver sashimi, in the past 10 years no less than 5 cases of food poisoning have occurred and 32 people have shown symptoms.

１１月６日の投票日まで１カ月余りとなった 米大統領選で、民主党オバマ大統領（５１）と 共和党ロムニー候補（６５）による初の討論会 が今月３日（日本時間４日午前）に開かれる。 ２２日まで計３回の対決は全米に生中継され、 無党派層の支持の行方を左右する。支持率でオ バマ氏にリードを許すロムニー氏は剣が峰に立 たされており、形勢逆転の足掛かりをつかまな ければならない。

政府が積極関与する「公平な社会」を掲げ富 裕層増税を訴えるオバマ氏と、徹底した規制緩 和による「自由な社会」や減税を主張するロム ニー氏の違いは鮮明だが、双方とも政策の詳細 に関する言及を避けている。

過去の討論会では、候補者の表情やしぐさ、 想定外の受け答えが有権者心理に影響した例が 多く、政策面での論戦とともに注目が集まりそ うだ。（共同）

Romney, in do-or-die position, aims to overtake Obama at fast approaching first debate

In the approximately 1 month remaining until the 11/6 voting day for the US presidential election, Democrat and President Obama (51) and Republican candidate Romney (65) begin their first debate tonight October 3 (October 4 th morning, Japan-time). They will debate 3 times through the 22 nd , broadcast live to the whole of the US, seeking to gain the support of independent voters. Romney, who is trailing Obama in the polls, is at a crossroads, and must seize this chance to improve his position.

Obama, who is pushing to raise taxes on upper income earners, touting a government positively engaged to create a “fair society,” and Romney, who is pushing for a “free society” with decreased regulation and lower taxes, have been highlighting their differences but both candidates have declined to give details of their proposed policies.

In past debates, there are numerous examples of candidates’ expressions, bearing, and unexpected responses influencing voters’ positions, and this, along with the debate over policy, is drawing most of the attention.

産婦人科学会:新出生 前診断、１２月にも 指針

日本産科婦人科学会（日産婦、小西郁生 理事長）は２日、妊婦の血液から胎児の染 色体異常を高精度で調べる新たな出生前 診断について、日本小児科学会や日本人類 遺伝学会、厚生労働省などが参加する検討 委員会を設置。東京都内で１回目の委員会 を開いた。今後、検査対象となる妊婦の 条件などについて議論し、早ければ１２月 １５日の日産婦理事会までに指針を作成す る方針。１１月に公開シンポジウムを開催 し、市民とも広く議論をするという。

新型の出生前診断については、すでに複 数の病院が臨床研究の準備を進めている。 委員会後、小西理事長はこれらの病院に対 し、「強制力はないが、できれば指針がま とまるまで検査を始めるのは待ってほし い」と要望した。【斎藤広子】

Society of Gynecology: New guidelines on prenatal exams in December

The Japan Society of Gynecology (Ikuo Konishi –board chairman) announced the establishment of an investigative committee composed of members from the Japan Pediatric Society, the Japan Society of Human Genetics, and the Department of Labor and Welfare, that will study a new, highly precise prenatal exam that examines chromosomal abnormalities in the fetus using blood taken from the mother. The first meeting of the committee occurred in Tokyo on the 1 st . Going forward, they will discuss which pregnancy conditions will be investigated, and deliver final guidelines at the board meeting of the Society of Gynecology on 12/15. Public symposiums will be held in November to discuss the topic widely with the public.

A number of hospitals and clinical research centers are proceeding with preparations for this new exam. Chairman Konishi requested, “While we have no legal authority over them, we would like for these institutions wait to begin these examinations until the guidelines are finalized.”

大間原発の建設工事を 再開…福島第一事故後で 初

青森県大間町で大間原発を建設している電源 開発（東京都中央区）は１日、東京電力福島第 一原発の事故後に中断していた工事を再開し た。

北村雅良社長が大間町など地元３町村と県を 訪れて再開を伝えた。国内で建設中の原発３基 のうち、同事故の後で初の工事再開となった。

一方、大間町と津軽海峡を挟んで向き合う北 海道函館市の工藤寿樹市長は同日、記者会見を 開き、工事の無期限凍結を求めて来春にも提訴 する方針を表明した。

北村社長はこの日、大間町議会特別委員会な どで「国のエネルギー政策が決定され、建設中 の原発の取り扱いが明確になったことから、工 事を再開する」と説明した。

原発事故前は稼働目標を２０１４年１１月と していたが、新たに発足した原子力規制委員会 が策定する安全基準に合致させなければならな いため、目標は１年半以上ずれこむ見通しだ。

Ooma nuclear plant construction resumes – first since Fukushima #1 accident

In the town of Ooma in Aomori Prefecture, J-Power (based in Chuo District in Tokyo) resumed construction on the Ooma Nuclear Power Plant on the 1 st , after having stopped after the accident at Tepco’s Fukushima #1 plant.

President Masayoshi Kitamura delivered the news of the restart while visiting Ooma and 2 other towns in the area. Of the three nuclear plants under construction nationwide, this is the first to resume work after the accident.

Meanwhile, mayor Kazuki Kutou of Hokkaidohakodate, the town between between Ooma and Tsugarukaikyou, held a press conference the same day, announcing that he would seek an indefinite halt to construction and would be suing next spring.

President Kitamura explained to a special committee of the Ooma city council, “The country’s energy policy has been decided and the treatment of nuclear plans under construction was made clear, so we have resumed construction.”

Prior to the Fukushima nuclear accident, the planned operational start date was November 2014, but in order to comply with recently enacted safety standards imposed Nuclear Regulatory Committee, the target date seems likely to be pushed back 18 months.
